Trecento economisti e accademici provenienti da tutti i continenti, da James Galbraith a Stephany Griffith-Jones, da Jacques Sapir a Dominique Meda, invitano i governi europei e le istituzioni internazionali a “rispettare la decisione del popolo greco”.
Chiediamo ai governi d’Europa, alla Commissione Europea, alla Banca Centrale Europea e al Fondo Monetario Internazionale di rispettare la decisione del popolo greco di scegliere una nuova via e di avviare trattative in buona fede con il nuovo governo greco per risolvere il problema del debito.
Il governo greco ha ragione nel sostenere che un importante cambiamento è necessario, perché le politiche attuate finora sono un fiasco completo. Non hanno portato né alla ripresa economica, né alla stabilità finanziaria, non hanno creato né posti di lavoro, né investimenti diretti esteri. Hanno danneggiato la società greca e indebolito le sue istituzioni.
L’approccio seguito è stato semplicemente nefasto, non ha permesso alcun progresso, mentre dovremmo difenderne la possibilità. Chiediamo ai partner europei di riconoscere questa realtà che è all’origine dell’elezione del nuovo governo greco.
La Grecia ha bisogno di misure immediate umanitarie, di un salario minimo più elevato, della creazione di posti di lavoro, investimenti e misure per ripristinare e migliorare i servizi di base come la sanità e l’istruzione. Ha bisogno di avere un sistema fiscale più robusto e progressivo, che si basi meno sull’IVA e sia maggiormente in grado di tassare i redditi e la ricchezza. Il nuovo governo deve anche combattere, punire e sradicare la corruzione. Per realizzare queste politiche e dare loro il tempo di dimostrare la loro efficacia, i margini di bilancio sono necessari. Nel frattempo, il paese ha bisogno del rifinanziamento della Banca Centrale Europea per stabilizzare il suo sistema bancario. Chiediamo alle autorità europee e ai governi di dare alla Grecia i margini di bilancio e garantire questo rifinanziamento.
Il governo greco ha il diritto di esigere la cancellazione del suo debito in un confronto diretto con i partner europei. Questo debito è insostenibile e non sarà mai ripagato, qualunque esso sia. Non vi è alcuna perdita economica per gli altri paesi e i loro contribuenti. Invece, un nuovo inizio per la Grecia permetterà di stimolare l’attività, incrementare il fatturato e creare posti di lavoro e, quindi, beneficerà anche i paesi vicini. Esortiamo i creditori della Grecia a cogliere questa opportunità ed esporre chiaramente e onestamente questi fatti alla gente.
Ciò che è in gioco non è solo il destino della Grecia, ma il futuro di tutta l’Europa. Una politica di minacce, ultimatum, ostinazione e ricatto significa per tutti il fallimento morale, politico ed economico del progetto europeo. Esortiamo i leader europei a rifiutare e condannare ogni tentativo di intimidazione e coercizione del governo e del popolo della Grecia.
Al contrario, il successo della Grecia può indicare un percorso verso la prosperità e la stabilità in Europa. Esso consentirebbe un rinnovamento della democrazia e aprirebbe il gioco elettorale ad altri cambiamenti positivi. Noi siamo con la Grecia e l’Europa, per la democrazia e il cambiamento. I leader europei devono riconoscere la scelta democratica fondamentale fatta dal popolo greco in circostanze estremamente difficili, fare una valutazione realistica della situazione e impegnarsi senza indugio sulla strada di un negoziato ragionevole.
