According to the Guardian newspaper “Julian Assange is in arbitrary detention, UN panel finds. WikiLeaks chief, who is avoiding extradition by living in Ecuadorian embassy, has won UN backing”
The ruling is not legally binding and the UK authorities have made clear that if he leaves the Ecuadorian Embassy, where he has taken sanctuary for 3 1/2 years (concerned that if he is extradited to Swiden he will be sent to the US to face charges related to Wikileakes disclosures) he will be immediately arrested.
Swiden has been very reluctant to interview him in the Ecuadorian Embassy and some of the charges have since expired. However there exist outstanding rape accusations which Assange denies and in fact he has not been formally charged with any crimes.
Ecuador has offered him asylum but he has not been able to take the offer as the British authorities have not agreed to offer him safe passage. His health have deteriorated but he is equally unable to attend hospital appointments as that would lead to his immediate detention.
